EU - potential market for Vietnamese farm produce
Vietnam’s exports to the EU grew significantly in recent years, with Vietnam’s trade surplus in the market reaching nearly 20 billion EUR in 2015, mostly from exports of agricultural products and foodstuff.
The Vietnam-EU free trade agreement (EVFTA), scheduled to take effect from 2018, is expected to bring about opportunities for enterprises of both sides in seeking new markets for high quality farm produce.
According to Phil Hogan, EU Commissioner for Agriculture and Rural Development, Vietnam is a promising market for EU businesses in agriculture and food.
During his recent visit to Vietnam, Hogan and 42 EU firms met with Vietnamese businesses to forge stronger EU-Vietnam partnerships and realise the EVFTA.
The EU has been the world’s top exporter of farm produce and foodstuff, with 2015 revenue of 129 billion EUR, including 8.4 billion EUR in the Vietnamese market, noted Hogan.
The EU market has highest food safety requirements in the world, he said, adding that EU products with advantages in Vietnam include milk, pork, poultry products, wine and fresh fruit.
Vietnamese products enjoying advantages in the EU are cashew, peppercorn and aquaculture products, he said. Hogan also expressed his belief that two-way trade will continue to thrive once tariff barriers are removed in 2018.
According to Hogan, the EU will not lower standards for imported farm produce and foodstuff.
The EU will send back all products failing to meet its requirements. Therefore, Vietnamese firms who wish to enter the market should enhance the quality of their products, advised Hogan, adding that many Vietnamese enterprises have succeeded in exporting their products to the European market.
Meanwhile, Miriam Garcia Ferrer, First Counsellor and head of the Economic and Trade Section of the EU Delegation to Vietnam, asserted that Vietnamese exporters should study the EU market more.
European consumers are keen on Vietnamese specialties, she said, adding that the impressive growth of Vietnam’s exports in the EU in recent years, mostly contributed by agricultural products and foodstuff, reflected the high potential.
The potential will be optimised through the implementation of the bilateral FTA as well as tax removal beginning from 2018. We believe that the FTA will benefit both sides, said Ferrer.
Being aware of challenges that Vietnamese firms face in meeting its technical and transparency requirements, the EU side has worked to assist them, she said.
She held that many Vietnamese firms are worried when accessing the EU market due to high requirements in quality, origin, package and label. However, it’s time to change their mindset, she said, affirming that once the products are accepted in the EU, they will be accepted elsewhere.
The requirements may cause difficulties for Vietnamese products in the short term, but they also allow Vietnam to affirm the prestige and competitiveness of its products, she stated.
She also suggested Vietnamese firms better understand the preferences they will enjoy in the EU market.
In 2015, Vietnam-EU trade reached 38.4 billion EUR, with Vietnam ’s export reaching 29.9 billion EUR. In the year, Vietnam ranked 21 st among the EU’s trade partners, while the EU was the second largest partner of Vietnam after China.-VNA

Seafood exports benefit most from Việt Nam-EAEU FTA

Nearly 90 per cent of tariffs have been eliminated or reduced, with 59 per cent abolished after the Free Trade Agreement (FTA) between Việt Nam and the Eurasian Economic Union (EAEU) took effect in October 2016.
This is an advantage for Việt Nam when exporting goods to EAEU countries, compared with other countries throughout the world.
The aquatic sector will see the most benefits from the agreement, since the EAEU will reduce its import tax from 10 per cent to zero for aquatic products from Việt Nam, including processed foods.
Some of the processed and canned products, such as tuna and shrimp, will enjoy preferential taxes, but they are groups in which Việt Nam lacks materials. Another 5 per cent of taxes will be applied to other seafood products that are not important exports from Việt Nam.
Agro-forestry products will receive the least benefit. For rice, the EAEU has a set an initial quota of importing 10,000 tonnes of rice per year from Việt Nam with zero taxes. The above-quota amount will be levied as the most-favoured nations (MFN) tax. In addition, Việt Nam’s annual rice export volume is dependent on demands from EAEU countries.
The agreement will not reduce taxes for green tea packages weighing under 3 kg. Zero taxes are applied only for raw Vietnamese coffees and peppers, while there will be no tax exemption or reduction for processed products. — VNS

Việt Nam plans to export chicken to Japan from next year and expand chicken export markets to other Asian countries in 2018, the Ministry of Agriculture and Rural Development said.
To reach the target, the ministry has issued a plan to supervise production chains to process export quality chicken.
The domestic animal husbandry industry has supplied between 500,000 and 700,000 tonnes of meat and 8 billion eggs per year but only salted duck eggs have been exported to Hong Kong and Singapore and the remaining was consumed in the domestic market, the ministry said.
Nguyễn Xuân Dương, deputy director of the Animal Husbandry Department, said that since 2015, with regard to the export of animal husbandry products, the industry had developed a plan to establish a safe region without diseases for poultry and cattle, for a certification of food safety from the veterinary department and meet regulations of the World Organisation for Animal Health that would help boost the export of meat to other countries.
If the local enterprises receive permission to export chicken to Japan next year, it would be a good beginning for the local husbandry industry in exporting chicken to other countries in the future, Dương said.
However, at present, local enterprises are unable to export chicken to Japan because veterinary offices in Việt Nam and Japan have not reached a consensus on the export code. The ministry has worked with its partner in Japan to resolve the obstacle, he said.
By 2017, the local enterprises which want to export processed chicken must complete the procedures to send to the relevant offices of countries that have made a demand for Việt Nam’s poultry products, according to the ministry.
It said that they should also submit the proposal to the ministry’s Animal Husbandry Department and other relevant offices. They must actively have market research, find trade partners, and ensure to fulfil the requirements on the production of chicken of importing countries.
The ministry expects that after Japan, Việt Nam could export chicken to Hong Kong, Singapore, Malaysia, Myanmar and South Korea from 2018.

Drone certification? New trend in China

Drone is increasingly a popular item here in China and with it, more and more people are considering becoming certified.
Becoming a certified drone pilot is not easy. In some cases it can cost a maximum of 27,000 yuan ($3,920) and requires two demanding tests involving knowledge of mathematics, physics and geography.
By the end of June, 5,000 people in China held a drone certificate show statistics from Aircraft Owners and Pilots Association (AOPA) and more than 100 companies in China were qualified to offer training.
EWATT Technology, China's first company to provide drone training, said they now offer training to people who want to become pilots and pilots-in–command, with the latter being able to deals with emergencies.
The training fees for a pilot range from 12,000 yuan to 24,000 yuan, and it ranges from 24,000 yuan to 27,000 yuan for a pilot-in–command.
The fees they charge is based on the type of drone a person wants to operate.
In order to get certified, a person must pass a theory and an operational test.
Many in China are attracted to certification and allured by jobs in agriculture and forestry, marketing and photography within the fast-growing drone industry.

Chinese e-commerce giant JD.com attempts to make drone delivered packages a reality by 2017, Bloomberg reported.
Not everyone needs a certificate to fly a drone, if a drone weighs less than 7kg, if it is flown indoors or in sparsely populated areas, then a certificate is not required, says AOPA.
Drones are still risky, and can be dangerous if flown with inexperience, in a bad weather, or illegally.
In 2015, a staff member from Beijing UAV Sci-Tech Co, was sentenced to 18 months in jail after a drone from the company disrupted commercial flights.
The incident led to an economic cost of about 100,000 yuan for Beijing Capital International Airport.

GUANGZHOU, Nov. 19 (Xinhua) -- Yuan Longping, renowned Chinese developer of hybrid rice, has set a new world record.
A hybrid rice project headed by Yuan has achieved an annual yield of 1,537.78 kilograms of rice per mu (about 0.07 hectares) of farmland, authorities announced Saturday in Xingning City in south China's Guangdong Province.
The amount of the double-cropping rice is equal to that produced over three seasons in the past, marking a big breakthrough, said Luo Xiwen, an academician of the Chinese Academy of Engineering.
"This is the fifth generation of hybrid rice technology," Yuan told Xinhua. "The quality of the rice is as good as Japan's renowned Koshihikari rice."
The project was launched in 2015.
Known as China's "father of hybrid rice," Yuan began theoretical research about 50 years ago and continued to set new records in the average yields of hybrid rice plots.
China's Ministry of Agriculture officially launched a hybrid rice breeding program in 1996. Four years later, a first-phase target of 10.5 tonnes per hectare was achieved by Yuan's research team. The fourth-phase target of 15.4 tonnes per hectare was reached in 2014.
About 65 percent of Chinese depend on rice as a staple food.
